Biography
Jordan J. Foley is a Lieutenant Commander in the U.S. Navy Judge Advocate General’s Corps and an experienced national security and maritime law attorney. He advises senior Navy leadership on admiralty and international maritime law while managing complex, high-value litigation in coordination with the Department of Justice and Department of Defense. A former submarine officer and space operations liaison, he has served in operational and legal roles across the Indo-Pacific, the Pentagon, and Capitol Hill, including as a legislative fellow to Senator Mazie Hirono on the Senate Armed Services Committee. Foley is an adjunct professor of law and national security studies, teaching criminal law and related subjects at Hood College, Columbia Southern University, and the U.S. Naval Community College. Beyond military service, he is the founder of Let’s Chow, a nonprofit supporting veterans through culinary entrepreneurship, and serves on multiple academic and community boards. His scholarship appears in leading law journals and national security forums, with a focus on maritime law, China’s legal warfare, and emerging defense technologies. He holds degrees from the U.S. Naval Academy, the Massachusetts Institute of Technology, Georgetown University Law Center, and the Naval War College, is fluent in Mandarin Chinese, and is a member of the Maryland State Bar.
